Rename PDF files according to its titles and metadata

Hi,
I previously posted about this topic under this post

But this method depends on the extracting file properties either by BRU through enabling "Extract Windows File Properties" or by using exiftool.exe
What if the file properties are missing? Sometimes I download research papers which have no properties, so the above methods have no value and can't rename pdf files, see below:

I was used <(Title)> in above image.
I also tried Mendeley Desktop, Mendeley renamed all files successfully by using File Organizer option, see below

The question now, why Mendeley can see the file properties, but BRU not?
I don't like using Mendeley for file renaming because it leaves original files, also I don't want to enter references to my library, so it will mixed with my favorite references.
Please I want to rename my pdf files for those without having file properties using Bulk Rename Utility because its my favorite program.

Hi, BRU can only see the file properties if Windows can...
if you go in Windows File Explorer and select the PDF file and right click to select file properties, does Windows show the properties you need?
