using "striphigh" this character has been ignored.
using "stripsymbols" (that is not really wanted ... it's going to remove also something I don't want to remove - but ignore this so far, at the moment) it considers "?" converted in "?" (something that's not shown).
It would be useful something to convert UNICODE to ASCII using BRC
... or to ... /STRIPUNICODE 
or maybe there is something that the current BRC loses ?
